Are you thinking of cellulite? That lumpy skin on your thighs?
Love handles around the waist, maybe?

Are you talking about a "spare tire" or belly fat? We had a fun word for it growing up - "flubova," as in the flab that cascades over (ova) your belt. :o)

It sounds like you may be talking also about a "skin tag," which I don't think comes from fat.

It would help if the question were more precise.
