I'd put the dilemma in writing to your landlord. Be polite but directive, like "Because of the fact that workers you employed on [insert date] for [this reason] put rubbish out on the verge, I incurred a $50 fine, despite the fact I told them this would happen they paid no attention to me. I don't believe I am responsible for this fine as they ought to have had some disposal method which wouldn't result in the tenant having to pay for a littering fine. I would like the amount either reduced from my next rent payment or I will pay the fine & supply you with a reciept, on recieving which you can reimburse me for this.". Or something. If no joy then I would contact my local tenant's advice service (do a government search either for your area or the phone book for words like that & it should hit on something that could at least direct you in the right way). Don't forget to keep a copy of the letter & whatever you do - don't stop paying rent over this otherwise you will have zero recourse if it ends up getting ugly. I know it's $50 but you're right, you shouldn't be responsible for this. A stove comes under the "chattels" of the property so check your lease.

You're not responsible, but you can't ignore it, either.

The ticket tells you what you're required to do, as in either pay it or appear in court on a certain date. You can write a letter, but if you don't get an official dismissal by the court date, show up.

Take your lease with you. All you need to show is that it isn't your property, so it wasn't your stove, and it obviously wasn't your employees that put it there. That should get you a dismissal.

edit: Don't bother talking to the landlord about it. The ticket isn't his responsibility until the court says it is. You don't care whether he pays it or not, all you care about is getting clear of the court, and the landlord can't do that for you. That's between you and the court.

The OWNER of the property is responsible.
I just went to court for this, my tenant left
a washing machine out in the driveway,
I paid the $100. fine.....

your landlord should pay it. Landlords are ultimately responsible for their property
