Hi does any one know how to unlock or unblock settings so that i can go on web sites> When i click a site that i used to go on the page will pop up and say ip user not allwoed to browse this page. ? and does anyone know who to get rid of everything that i had looked at

Your IS department blocked it for a reason. Perhaps your company is trying to cut down on internet usage or it's using too much band width and slowing your network down for legit work. There also might be a security concern.
You can ask them to unblock it for you, which I doubt they would, or just find somewhere else to browse during the work day.

Ask them to unblock the site, if its a work appropriate site. If its not, anything that you would do unblock on your own would probably only result in your getting fired.

if you have somthing to hide use a proxy server like www.bypassbrowser.com.
On internet explorer to delete stuff
tools>internetoption>delete browsing history

What you're looking for is an online proxy. I'd recommend you google for "Anonym Proxy" or "Online Proxy" and try the results one by one. I dunno which one will work for you but one of them is bound to yield. Just have patience and faith in MS Windows' loop holes.
