My mistake. I thought the Chop Block was those open hand chops, he does to his opponent at the turnbuckle corner. I looked it up, and yeah, it's a wear down move to set up the legs for a submission. He hits it hard enough with his shoulder to hurt the leg.

it hurts the leg and ric flair would just work on the legs and lock in the four figure leglock.
