It was one of a number of similar parties; it appears to have started in Alberta, Canada. It was popularized by a minister named William Aberhart, but the ideas it espoused--direct cash payments to citizens in order to stimulate spending and improve the economy--were similar to other programs/proposals (including US Social Security.) The party had some success in Canada and other parts of the Commonwealth, but faded after 1980 or so.
