Does anyone know where I can download a complete list of French verbs in all tenses? Preferably, I need the list in Excel form.

Not sure why you need the list in Excel. That would make for an awfully large file!!! Would a software program do instead?

Take a look at this review: http://telechargement.linternaute.com/fiche/5644/2/le_conjugueur/index.html.
It's about "Le Conjugueur," the digital edition of the Bescherelle for verb conjugation. (And, yes, the Bescherelle collection is still available.)

There's also an online version of "Le Conjugueur" @ http://www.leconjugueur.com/. The nav bar on the left of the screen provides more information on the 30-day free trial offer and a link that will let you download the software. Look under "Le logiciel."

The Bescherelle books were WONDERFUL for this. I'm not sure if they're still available though.... They were used in the 90s.
