A non-conductive substance is used between the plates of a capacitor to keep the capacitor plates from touching and discharging each other.

A capacitor stores energy by keeping two plates of opposite charge some distance away from each other, like in a battery. If the two plates touch each other, it's like connecting the two ends of a battery; the battery will lose all of its energy fairly quickly.

If u use a conducting matter, then the plates become short-circuited.
