People will get the blame and suffer...
but in addition
It means SOME ONE (or someoneS) MUST get the blame (right or wrong)
usually many more than could possibly be responsible
AND
the blame and punishment will be 'open' or on display
ex. after the many recalls of the new product, the shareholders made sure heads rolled through out the company, firing a few board members, approving plant closings, and stopping all raises and bonuses
its a bit of a superlative

First of all it's called: (Hijab) or in English (Veil). Muslim women should cover their heads with a Hujab aka Veil because it's a distraction for men and it arouses sexual interests for them, it's an attraction. There is a saying which say: One Woman/Female Can Distract A Million Man/Male, but One Man Can Only Distract One Woman. So basically it's a MUST in Islam to cover our heads, but of course not everyone abide by the rules or follow Allah's words. Just like any other religion, it has the people who follow and the people who are just named by the religion. :)

Heads will roll is often said to mean that a person/people will be punished or dismissed for something bad that has happened.

In old England when some one got the death penalty they would but in a guitene (how ever you spell it) when they pulled a string a blade would fall on your head. It would ROLL down a ramp to a basket.

It means heads must be cut off, it also means tht u should start doing ur work on time or ur going to be kicked out, or , if u don't study, u'll be punished
