Economy of any nation is not base on the big business houses, it is the small retailers and whole sellers who does the ground level jobs. Small business concept are highly needed to be encouraged because it not only provide employment opportunities to the people but also make a society more self dependent.
Government should encourage small investors and cottage industries.

A significant part of our economy is driven by small businesses. In fact, over 90% of the businesses in the US are small businesses. This is the opportunity that many Americans have to succeed, build wealth for themselves and their families.This opportunity stimulates growth, innovation in both direct and indirect ways: business owners hire and invest in their local communities. If everyone worked for a big corporation or the state, there would be little care about the needs of local communities.

It should NOT. It is not the government. It is the TAXPAYER. Money is taken from the TAXPAYER to support these small businesses.
Businesses of all sizes should be allowed to succeed and fail all on their own. That is free enterprise and liberty.
Welfare is welfare. It does not matter what size business. It is some else's money.

it is really important for governments to support small business , so to enable them to survive. small business world wide proved to be a worthy sector , as it helps in hiring ppl who do not nesscarly have a collage degree. government , aid projects, civil society and businesses need to support those small enterprises. so to face the requirements of globalization and free trade conditions . assistance needs to both funded and technical , policy makers need to pass down laws that would empower small business and they also need to rehabilitate the business environment ... it is imperative . small business is catalyst for employment .
