I have never heard of any school in the US not having hot water. I'm surprised at people's answers. Pleas elaborate and tell us where in the US there's no hot water.

Some schools have both hot and cold water and others do not. If the school budget has been cut then the school board may decide that the expense of heating the water is too much so decide to turn off the heat and therefore save that money for something more important.

Well, the budget for public schools in America is low because no one in politics seem to care about children's education. So, there isn't any hot water in the bathrooms because it would cost a lot to put in a water heater. It's sad, but true.
