Nowadays websites are like easy check in.. you can find sites by typing names using search web. But my question is that is there any authority who can controlling these sites (sites may be good, informatic or bad one)

Each country has its own authorities that control the websites.For example I live in Iran and we cannot access to immoral sites.I mean most of the sites which are about sexual abuse, sexual scenes and nude pictures are filtered here.I think it's a good idea to prevent people from accessing such bad websites.However we can use anti-filter softwares to access them, but I wouldn't do that cos I don't want such disgusting things.The rest of them are open.So, your government controls your access to the internet.

You can buy keywords and high placement on search engines. All you've gotta do is pay enough $$$ and people see your site first on a given search, even if your names starts with a Z!

Yeah the Websites are controlled by the Internet Society which is in the America It was the American Military which has introduced the INTERNET and they are the controller of the INTERNET

Information wise? Nope. Anyone can post (just about) any information they want true or not. It's "creative expression". People can post THE SKY IS GREEN!!! And true or not, no one can make them take it down because it's untrue.
