I lent someone $1,000.00 2 years ago and they haven't paid me back one penny yet. He bought a newer vehicle and I want to know if I can put a lien on this vehicle for non-payment of this personal loan.

you'll need to check with your local courts... typically, you can put a lien on personal property for unpaid debts, but that refers to houses/dwellings. (see statement below).

It occured to me that perhaps reminding your friend might bring them to satisfy the loan. Is it possible that they forgot they owe you? Don't be shy... just ask them.

You could only do it if they had let you put your name as lien holder on the title.
You best bet is small claims court , if you have a contract for the loan. Most states only charge about $20 to file. You don't need a lawyer.

If you have no contract with him no. you should have had a contract written up before they even bought the vehicle.
We had a lien with a bank, until we paid off the vehicle we couldnt get a title showing full ownership of the vehicle.
If youu didnt have a written contract with them or a vebal contract with witness' your out that 1,000
