my child has just been refused from the local shop, she has bought them before. If this is the case should the shop not be keeping them behind the counter along with the ciggarettes, lighters , matches and glue or have a notice stating you have to be over 16 to buy this product and is it also true that they cannot buy things like bleach?

No.
In the same way that they can't buy cigs for someone older.
Of course.

The shopkeeper is probably being overly cautious - there has been so much in the way of Lawmaking by Labour - nobody has a clue what the law is any more.

There have been prohibitions of one kind or another at the rate of one per day; that's over 3,000 since they came to power. No wonder nobody knows what the hell is going on.

I don't think 16 year olds can buy firelighters, its a precautionary sort of thing. I'm sure they can buy bleach, I've never heard that one before!
