An interesting discussion on the "arrow of time" is on Wikipedia, the free, online encyclopdia:
http://en.wikipedia.org/wiki/Arrow_of_time
It discusses why time only moves forward.
"In the natural sciences, time’s arrow, or arrow of time as it is also known, is a term coined in 1927 by British astronomer Arthur Eddington used to distinguish a direction of time..."

Most people will say that time is like a river. Always moving in one direction. Others will tell you that it's like an ocean with a million different points at which you could be. I, however, believe that time was created (emphasis on "created") as a sort of measuring bar to track our short-comings. Ever notice how people who don't have money to pay or debts or contracts to fulfill or a schedule to keep don't keep track of time and quickly "lose" it but don't seem to care (and are usually happier)? While controversly, people who have debts to pay, contracts to fulfill, fines to pay always seem to be short on time (they seem to be kinda miserable, too)? I think it's because they feel themselves inching ever closer to that measuring bar of time that, should the pass it, are now in a world of trouble with bill collectors, significant others, bosses, etc. I realize that's kind of an over pumped answer that's diving a little into the human psychy but I'm just trying to give my two cents. :) I hope I didn't royally confuse you with my psycho bable.
But to answer your question of why time doesn't come back; I believe it's because time is something that goes neither thither nor hither. It's only something we encircle and are bound to and time that we "spend" and never see again is only ourselves feeling the tight pull on our tethered leash when we spread ourselve too thin.

Time past and will never ocme back. This is true. Sometimes we just hope that time will come back. But this is really impossibe and everyone knows. You hope that time will come back and so that youu will not make the mistake you made in the past but it just ok. Don't worry so much about the past.ONE day we will die and 100 years or lesser, people forgets about the things we've done.

Because what's gone has gone. Gone meaning no longer existing.
