yea this has happened to me before i think it has to do with your power supply, is this an older PC? Pretty sure its the power supply shorting out a Lil and making it think its restarting

Sounds like you have probably checked the "restart" , instead of the "shut down" on your computer. If that is the case, it will wait a minute or so after shutting down, and will automatically restart. Make sure you have checked the "shut down" on the screen that asks " What do you want this computer to do?". Hope this helps.
