i mean that can i use a TFT moniter as a TV after connecting it with a TV tuner card without connecting it with a CPU .Is it possibe?

yes you can view telly on your tft monitor !
there are 2 types of tv tuners

1. internal or pci card, which entail you to switch on pc to view telly, as below

2. external, which allows you to view telly independantly, without booting pc, as below

I'm guessing that since the card is in the computer and it needs power, that well, your going to have to turn you computer on. There are some external tv tuner boxes that don't need to have the computer on --check my link below.
