I work for a bank and people fall for this all the time. I'm glad you asked. Basically, here's how the scam works... Someone sends you a cashiers check, tells you you won, and to send a portion of it back (also by cashiers check). What happens is the check is made available by your bank (because it's an official item) but then it gets returned. You've already sent the check and you can't place a stop on it. Your best bet would be to toss the thing, but if you really want to make sure, deposit the check and wait a month to send the "tax" back.

If it is a lottery that you never entered and they want the taxes up front it is probably a scam. If it is real you will get the money up front and then get a form for the government that states how much you need to pay in tax, or they will just take it out of your paid amount. You never have to pay up front for taxes. You either pay at the time you recieve the winnings or afterward.

How do you know you won a lottery. If you bought a ticket, the standard procedure is for the IRS to withhold the tax aver a certain amount of winnings.

If notified out of the blue, it is a scam.

Sounds like a scam to me. However if it is real and you did enter it I would suggest that you tell them to take the taxes off the winnings and send you the rest. If they wont go for that I would walk away.

Send the details to INTERPOL, it's an international scam. (Most probably originating in Nigeria.)
