Usually the whole ballcock is pretty mucky by the time it fails. As new ones are quite cheaper replace the whole unit. Just turn off the water at the main unscrew the float assembly and fit the new one 'just like that!'

If its the flush, that isn't working properly.
Unscrew the flush button, if its on the lid and remove the lid. Next put a bit of string around the inlet valve and tie it up. If you look at the flush valve itself, modern ones are cylindrical. If yours is, give it a gentle turn and it should come off @90 degrees of turn.(All the water will dump into the bowl).
You should now have the mechanism. The bit you need to replace is the large round rubber or foam washer near the bottom. Go to B&Q, Grahams, Jewson, Build Centre etc and purchase a new one for a couple of quid.
Reassemble and untie the inlet valve. Simple as that.

Sounds like the diaphragm inside the valve is split. You should be able to buy the right one from a plumbers merchant. The ball valve and float assembly is a cheap item. Isolate the water to your system, remove it and take it with you.

Make sure the rubber gasket bellow your tank connecting the bowl is in good shape. Also check to make sure the fill valve is nice and secure and CENTERED to prevent any leaks. Just make sure everything is nice and tight but not too tight. Also make sure everything is centered and rubber washers and gaskets are on every piece connected to the tank on the inside and outside of the tank. That should help. If none of this fixes it, i would suggest getting a brand new bowl and compatible tank and return the replacement parts you bought.

unscrew chrome washer adjust the bolt at the end of the ball valve to reduce water flow it stops the ball **** rising to far. if it is still bye-passing it could just be the washer in the valve that's worn.isolate water feed first normally a ballofix on your feed pipe.once water is off just disconnect from feed and replace
