Should we say 'react' instead of 'soluble'? Or just the same? Or..?

It is not a reaction because the bond formed is ionic, not covalent. Extraction is a better term for the process you are describing.

I think 'reacts with' is an important part of the answer.
The carboxylic acid, once placed in sodium hydroxide solution, is changed and becomes soluble in water. If you remove the water, the sodium carboxylate remains, not the acid.


It is better to understand the concept that to get tied up in semantics.
