I'm trying to find a movie that I used to watch when I was really young. It's about a girl who has some kind of magical powers, and some evil lady is trying to stop her. She's riding in a carriage and the evil person is trying to cut off her hair because it's the source of her power.... if you have any idea what this movie is, I would be sooooo greatful.

Sure it's a movie? Sounds like Lady Lovelylocks and the Pixietails to me, which is a cartoon. Certainly had magical powers, magical hair, and someone trying to cut the magical hair off.
