It means "increasing or growing in numbers in a short time that it becomes significant". The second part of the sentence "who in this increasingly integrated world will be able to compete with American kids more direcly than ever for high-value-added jobs" gives the clue.

Marketing people like to come up with catchy phrases to describe demographic groups. Since this group will have a better chance than their parents in competing with Americans they are "speeding down the highway" to success.

the police uses this phrase after arresting speedsters caught speeding down a highway at dangerously high speed . On a highway there are speed limits but in Germany the autobahns dont have any. You can speed / drive as fast as you can. If you go to Australia, when speeding down the highway you are bound to get caught by the cops. Therefore it is used to show the race is on - the answers you have read!

It would have been more helpful if you had included what was before this sentence.

In this case I would guess that speeding down the highway means speeding down the highway of the computer age of information exchange and availability. It means that as information becomes available to everyone it puts us all, especially the young who will have grownup with computers, on an equal footing in life and in this sentence in particular, it means equal availability of information means equal competition for jobs.

Possibly people are speeding down the internet highway?

It also can mean making progress at a fast rate.

Is this from the book, "The World is Flat"? If so, I think the highway is the internet highway.
