Go to google or go to www.java.com, and downlload the latest java program. Just download it and wait until it is finished, if it says to restart or reboot your computer do so, and it would work. I fyou don't want to reboot it you can always click no.

Did you mean how to enable java script of browsers?
Nowadays, many browsers lock javascript because it may harm your information on computer.
So if you are using
FireFox: Tools -> Options -> Content -> Enable Java script;
IE: Tools -> Int. Options -> Advanced ->...
others: may be similar
