Meaning, I need to add some kind of motion sensor/photo sensor to it. I don't mind adding some hard-wiring, but I am having trouble finding hardware.

The easiest thing to do would be to buy a new fixture that meets Title 24 requirements, but you can not be required by law to retrofit old appliances to meet title 24. Only new construction must be title 24 compliant, it falls under the "ex post facto" clause in the Constitution. That being said, Title 24 is a good guidline for energy efficiency, so it's not a bad idea to upgrade fixtures to meet the specs. If you do decide that your best option is to retrofit your existing fixture to meet title 24, you either need to convert it to a flourescent fixture (with pin type sockets), which requires that you buy the guts of a flourescent device and stuff them into the old housing (you have to wire everything just right). The other option is to add a motion detector to your existing fixture, you might be able to find one that can be retrofit to existing fixtures if you go to an electrical supply house instead of a big box store like loew's and home depot. Since you are going to be spending a great amount of time searching for the parts you need to retrofit the existing fixture, and then you will need to figure out a safe way to mount the new equipment onto an old device, I think that it would be faster easier, and safer to just buy a new fixture with the features you need.
