If the sentence was typed EXACTLY as you gave it to us, it is poorly constructed, and hard to be sure WHAT the author may have meant.
If it was like this:
Out of 400 women, 77.5% started weaning in this period.
It would mean that there was a survey of 400 women, and 77.5% started weaning during a specific time frame (which would have been indicated previously in the report or article you are reading.
77.5% of 400 = 310
Therefore, 310 out of 400 women.....
It appears that a survey of 400 women was conducted.
That survey discovered that 77.5% or women started weaning their child during this period.
