1. Read the Federalist papers.
2. Abolish the progressive tax and replace it with a flat tax and a value added consumption tax. This will mean that everyone who spends will pay taxes on an equal basis.
3. Those that contribute to the government benefit from it.
4. Require a national ID card as the standard for traveling, commerce, and government benefits.

First, I would get all the guitars/drumsets/musical instruments I want.
People who are too lazy to get a job will not get welfare. Those who truly need it will.
Speed limit will be increased to 70 mph, people who tailgate will be punished.
Drunk drivers will be whipped and flogged when they are sober again.
Drunk drivers who injure someone will have an arm broken with a baseball bat when they are sober.
Drunk drivers who kill someone will be hanged.
Same goes for anyone who is under the influence of any other drug.
Taxes will be lowered.
Organic Chemistry classes will be banned.
People who cause accidents will be flogged depending on the severity of the accident and their license will be removed for a year following the accident.
People involved in fights will be publically flogged in their underwear.
Gang members who cause trouble will also be publically flogged in their underwear and sent to a chain gang or to war.
Anyone who takes the life of an innocent other (intentionally) will be flogged and then hanged.
Serial killers will be eaten alive in a pit of rats, or be dumped in a vat of sulfuric acid, depending on how many people they killed.
Traitors to the nation will be flogged and then hanged.
Rapists will be sodomized with a burning torch, have whatever the victim wants done to that person, then flogged, then hanged.
Abusive people will be abused in the same way they abused others, and then publically flogged in their underwear.
Robbers will be flogged, then sent to a chain gang or to war.
Drug addicts will have all substances immediately removed from their prescence (so they will quit cold turkey) and also be sent to a chain gang until their addiction is over.
Repeated drug users will have a choice either to go to war or be hanged.
Repeated abusive people will be flogged and then either be thrown in a pit of rats or in a vat of sulfuric acid.
Vandals will be vandalized the same way they vandalized property, and then publically flogged in their underwear.
Repeated vandals will be vandalized by the owners of the property they vandalized, then vandalized again one week later, then publically flogged in their underwear.
Deport all illegal immigrants.

My first rule would be to grant myself immortality and the second would be that I get to rule for "life." Then the third rule would be that I will never become corrupt.
