On the song "Last night I dreamt that somebody loved me", what are the background sounds?

On the classic Smiths tune (which I think was from the album 'the Queen is dead') for the first minute you hear no singing, just music and voices in the background. Who is making the other sounds? Was it sampled from a movie?

Last Night I Dreamt That Somebody Loved Me is from Strangeways, Here We Come. The liner notes don't indicate where the sample's taken from. I always thought it sounded like some sort of sports game, but distant and distorted.
