i talk to my landlord and they haven't tried to fix anything who above them can I contact

I agree with SweetieP.. as I sit in heat-limited apt. Document your situation in all manners. My caution would be that you be very sure you have everything "up to code" (and according to hour lease) first that you are responsible for before the inspectors arrive as the landlord may well use something against you before that and you will have to waste time and money in court ...and looking for a new shelter with little notice and a potential bad lodging reference behind you. Also, can you check if the landlord has any "connection" with the inspector's staff? Also, are there other tenants who have similar problems and can raise inquiries/complaints at the same time, independently?

Call your local coding inspector or the health department. If it states in your lease that your landlord is responsible for repairs, get yourself a lawyer. Take pictures & document everything!!

Read your lease agreement, see exactly what they have to do, then go to the building codes office and file a formal complaint with them. Remember when you need a favor and have to go to landlord again. Late with rent, etc, he might be reluctant to give favor. You have to decide if it's worth it.
