yes, if there is a proof that he/she was the cause of it... if someone abused that person physically or verbally... if that person left a note where he/she mentions someone responsible for the suicide, investigation can be conducted and if any evidence found supporting that accusation, they'll definitely be hold accountable for that person's suicide... it's all about the evidence which in cases like this is very hard to find and prove that a particular person is responsible for it...

It would be pretty much impossible to prove in court unless he actually gave him the means and there were witnesses to that and even then, the suicide is pretty much guilty of making the decision on his own.

That's really hard to say, because people can get in trouble for talking people into killing someone else. (i.e. Charles Manson). So I don't know if they could get into trouble for causing someone to kill them self.
