Tea length as in the hem of the dress ending just below the knee..

I also thought that tea length was lower-shin...either way, a lower pump or kitten heal would look great!

Depending on how dressy the dress is - ballet flats would like nice or kitten heels or what we used to call "Cuban" heels. (a little higher and chunkier than kitten heels) Something feminine without being fussy.

it depends on the style and color of what you are wearing too. So with shoes... you can wear either flats or mid-length heels. I am sure what ever you pick will be fine though.
