Hey well i am really new to photoshop. Well i am trying to figure out how to make a picture faded not blurred but faded.

unlock the image so that it is its own layer and not the background layer. Create a new layer in your layers pallette and drag it underneath your photo. Make this layer white using your paint bucket tool. Click on your image layer and adjust the transparancy until the photo is "faded" enough for you. The white background is not necessary, but it helps you visualize what you're doing better.

if your type of photo shop has something called "filters" then i would look through those. there will definitely be a faded look to your liking. :)

you can change the fill capacity and its faded

You can desaturate it, which washes out the colours.
