Your thesis is too broad in my opinion. Since you are comparing two different events, you should try to find a common theme and compare the two.

Some examples would be: How the government responded to the natural disaster, hope after the destruction and what it takes to rebuild, lessons learned and changes for the future.

Both of these events have plenty of information on the topics above. After researching both disasters, you could compare and contrast the information.

Heck, you could even look at business booms after the disaster. Bank of America came into existance after the SF earthquake way back when because it was small and didn't have a fire proof safe, and now home improvement companies are thriving by manufactoring prefab homes for disaster areas.

Pick any common thread and run with it.

I would first revise the thesis, to Death+destruction, Effects on daily lives, Public response and out reach. I would research the facts and Numbers of lives and money lost for the first. Second interview people from the areas if possible, or just scan news for changes articles. Third, Katrina brought about a lot of criticism of the response, was there a difference with the earthquake?

You can ask like:

Which is more devastating, earthquake or hurricane? and why.

In which of these two cases recue work will be faster? Of course in earthquake, as its lasts about a minute, where as in case of a hurricane its almost impossible to reach the people for few days, until the water drains out.

What kind of deseases can be spread because of these calamities?

Can homes be earthquake proof or hurricane proof?

What steps had already taken by the govenment for these calamities and what are some things to be done immediately?
etc,

Your research topic is very interesting. Have fun. Good luck,

Your thesis is the point that you will be proving in your paper...what is your point? Your thesis is too vague. Also, I really hope you get someone to proof read your paper before you turn it in for a grade...your spelling is atrocious.
