The manager. Pretend being angry and wanting to bring the situation to court. Maybe he'll offer you free food or vouchers or year-round discounts or something like that. Ok, first of all I highly doubt there was a goldfish in your chili (are you imitating the finger incident?). But if there really was a goldfish, you should tell the manager but you should save the goldfish so you have proof. Nobody's gonna believe you unless you show them your ressources.
