The manager. Pretend being angry and wanting to bring the situation to court. Maybe he'll offer you free food or vouchers or year-round discounts or something like that. Hiring a lawyer might only cause you to lose lots of money and gain nothing but the sour taste of the goldfish which will linger in your mouth forever...

Ok, first of all I highly doubt there was a goldfish in your chili (are you imitating the finger incident?). But if there really was a goldfish, you should tell the manager but you should save the goldfish so you have proof. Nobody's gonna believe you unless you show them your ressources.

goldfish are carp ,and they are edible,

if you tell the manager ,you may get charged exstra for the exstra protein.
