I don't know about pokemon, but T&J were originally done by hand-- drawing each individual frame (cel) by hand. So a ten minute show would require 10 x 60 seconds, x 24 frames per second, equals lots and lots of frames. You need to hire lots of artists if you want to finish in a reasonable time. That's what makes manual (non-CGI) animation so expensive. Look up tom and Jerry on Toonopedia, and you will learn all about when they were first made and by whom, etc. They also have info on Pokemon.

I don't know about Pokemon, but Tom & Jerry was made before any animation software was created.

Im sure both shows require frame by frame hand drawn animation, especially 'Tom and Jerry', just a hutch.
