Go to "Home Depot" you can get the entire "stem" as you call it in one replacement piece in the plumbing department. Shut the water off under the toilet. You'll need a large pliers (channel locks 8 inch) Drain the tank make sure all the water is out or you'll have a mess. Unscrew the large nut under the tank, it's nylon after you take the water line nut off. Pull it away but be careful. Once the large nylon nut is off pull the entire inside unit out.
Get the new unit ready, just like the old one, you'll have extra parts, never mind them. Put the new unit in, set it the same as the old one on the inside and reverse the directions. It's really rather simple. Follow the directions on the package if all else fails.

Yes but first you need to find where the problem is. There are only a few parts in there but you want to work on the right one.

Take off the lid and see how high the water level in the tank is. If it is so high that the water is overflowing into the bowl that is where you need to focus. Look at the float and bend down the arm holding it up so it shuts off sooner. Now try reflushing and see if that helped. If the float looks like it has a crack or a leak then it needs to be unscrewed and replaced. Shut off the water supply with the valve down on the wall. Then take it out and get a replacement.

If the water keeps running out the bottom into the bowl you need to shut the water and take off the flapper at the bottom and get a replacement (which just snaps into place).

If the water keeps coming in even though the float and flapper are OK then it really is the inlet valve ("stem" as you called it). Get a replacement that matches. Shut off the water and remove the small pipe going up to that inlet valve. Now unscrew the nut below the tank holding the inlet valve to the bottom. Replace it in opposite sequence. [Instructions are on the box and it is simple too]

this usually is caused by the worn rubber stopper replace it
