Folklore has it that he had family on both sides during the Civil War and he didn't want to fight for either side. So he got drunk, stayed drunk throughout the war years, and was not drafted. Now a persons intoxication is measured to his... "Drunk as Cooter Brown!"

no, I think you mean Kuta Brown. People say it when they are broke. Like, "I'm broke as a Kuta Brown." It's a woman from the south who was always broke, according to my Grandma who lives in Georgia. I didn't know North Carolinian people said that. What can I say? It's a southern thing
