Some of the themes already done in the past include: Santa's Workshop, Santa's Sleigh, Locomotive, Xmas living room with fireplace.
Welcome all ideas, $500 budget...however the degree of difficulty is not an issue.

I don't know....this might sound sort of corny. But when my folks pastored their church in Houston...three of our teenagers got fire men uniforms. It was December. These three guys dressed up in the uniforms. Then they walked up to the front of the church and said. (In a real southern red necked drawl) "We're three wise men that came from a far." The congregation loved it! Maybe you could take a comical approach to the Christmas story like that.

try something to promote safety such as a burning Christmas tree and how quickly the fire can spread. the theme might be safety first during the Holidays the life you save may be mine

How about Frosty the snowman..or "let it snow"....a snow theme....

How about doing a nativity...or is that too religion-specific (sad but a valid question, no?)
