It means that you have a better possibility of running out of paint before you run out of pressure to spray the paint out of the can.

Spray cans are pressurized. This is the force that allows you to press the top and have the paint shoot out. It your can has no more pressure, you cannot get your paint out.

You can't spray it anymore cause probably there isn't any more carbon or pressure in the bottle. so then it won't force the liquid out.
