With the proper test, yes.

There are also certain physical characteristics and markers that can lead a doctor to believe that they may be some problems with the child.

A doctor can determine if a child has hydrocephaly, cerebral palsy or down syndrome and some other syndromes after birth. Autism does not show itself until about 18 mo to 2 yrs. And then there are the kids that are just slow and this can show itself w/ dev delays as a toddler, but usually isn't for sure until school age. Some kids that seem slow even out in kindergarden to first grade. And some kids that seem advanced do the same. There is something to be said for reading to your kids at a young age though.

i'm not sure after birth, but i know that before birth doctors can take a sample of the liquid in the womb and check it for certain things that would show things like down syndrome or mental retardation in a baby so that the mother can take nessasary action or (sadly) terminate the pregancy. so i'm guessing that if they can find out if the baby is mentally retarded before birth, they can probabaly do it after.

Sometimes, but it all depends on how severe the retardation is.
usually, it takes months or years to determine.

There are test, but I do not think they would label the child mentally retarded that early, but the test would be used as a warning sign.

Mental retardation, I don't think so because that has something to do with development. I think they can tell with cerebral palsy though.

ithink it is after a few years of growth because my proffessor has also the same problem with his son and many times he used to worry about it that if he knows earlier he would have avoided it
