Arthas isn't in game yet. According to the lore, he'd be in Northrend (the north pole, more or less.) There's some speculation that they'll eventually be opening up Northrend, but with the new expansion just being Outland (and Illidan), I expect Northrend won't be until the 2nd expansion (and level 80).
I've heard rumors that they've planned on Arthas being so tough that it'll take an 80-person group, of Horde and Alliance - but that's probably spurious.

Arthas, would be in the capital undead city (Undercity) in a sort of palace, or where you enter the battlegrounds.
