I like strong women, not always physically strong, but someone who finds strength within herself.

In dependant. Intelligent. Caring. Strong yet still sexy. As a woman it does matter to me that all this can still be portrayed as sexy. (but that may be just me).
I don't know, good women characters, are in all makes and sizes, just like real life.
It's easier to tell you what I don't like: flighty, empty, whiners... Scarlett O'Hara drove me NUTS.
If she's a vixen there must be a soul
If she's an angel, she needs a streak of humanity or weakness
If she's evil she needs a motivation
If she's 'brainy' she needs glasses.
Otherwise, put in only the characters your story needs. If you don't think you can 'flesh it out' its best to keep it minimal, focus on the storyline itself.

A terrible, beautiful woman. Cruel and intelligent. Selfish and dismissive. Most of the woman in Peter Carey's novels are like this and they really get my juices flowing.
