My vote (for all around and stand-up) goes to Robin Williams. However, I think George Gray, who hosts "What's With That House" on HGTV could be an 'up and coming' star. Seriously, he's really funny!
In the movies I think Tyler Perry, aka Madea, is hilarious.

Dave Chappelle. Carlos Mencia's also pretty noteworthy. Sacha Baron Cohen may give them a run for their money, though.
