This is really a very weird question. You ask how to STOP this war on terror.
I would want to **expand** the war on terror to eliminate it to the greatest possible extent.
Basically, the moderate states, including the U.S, the UK and Israel, are in one camp, while the radical Islamists, including Iran and the Islamic terror groups like Hamas and Hisb'Allah, are in the other camp.
Their goal, as is the goal of all radical Islamists, is to Islamize the whole world. In support of this goal Ahmadinejad has declared publicly that he intends to wipe Israel off the face of the earth.
And we know that after that despot deals with the Saturday people, he will start on the Sunday people.
Iran and that axis must not be allowed to obtain nuclear weapons. The war on terror must prevail.

Prayer is a nice start.
Then, the U.S. needs to move toward resolving the problems in Iraq. Although Iraq has never been directly linked to the War on Terror (especially given that the weapons of mass destruction never materialized), the work there is sapping time, money, energy, and lives that could be better spent rooting out terrorists.
First, the U.S. needs to have its diplomats engage fully with countries that can help do something about the Iraqi insurgents -- even though they are countries we don't particularly like. Countries like Syria and Iran.
The U.S. also needs to make nice with the U.N. -- and negotiate a way to have U.N. Peacekeepers replace the U.S. soldiers in highly visible places. The U.N. troops would face a far less dangerous situation, as the Iraqi people generally don't hate them.
Finally, the U.S. needs to redouble its efforts at training Iraqi police officers. Ultimately, keeping order in the country will have to be handled by police officers and not soldiers -- and they need to be Iraqi police officers. Preferably well-trained and reasonably well-equipped.

There is only one way to stop this war on terror... and it won't be easy. It will be thro giving and compromising. By understanding and friendship.
I know the radicals just want to wipe most of us from the face of the earth, but somehow we have got to find a way to get thro' to them, that we are not the enemy.. we are just people like them. And we all have to learn to live side by side as brothers and sisters. All colours, all faiths all people. I do not know if it will ever happen.

Get those school teachers in the Middle East to stop teaching 3 year olds that the people of Israel are apes and pigs. Can you believe that garbage? There's no honor in that, no matter WHAT Israel supposedly did.
EDIT: Bashing Bush is silly, and out-of style - this has been going on for decades and will continue longer.

Some of the answers you got are - I dunno, horrible, but I just can't look away! What do you like of the notion that terror started when Cain killed Abel, or for some of you furinners out there, terror started when the first human killed another human. Makes ya wonder which one of grinning, gunning, chickhawk, dick chaneys forebears was the first to do a dunking, don't it?

By eliminating poverty: a well-fed person with a sense of dignity and a chance at a good future doesn't become a terrorist. Instead of pumping money into military operations, in the long run it would be more effective to increase international aid into social programs.

The war on terror will end when we become less dependent on oil. Terrorists get ALL of their funding from oil revenues. When the world stops or dramatically lessens oil usage the terrorists will be out of business.....PERIOD

By terrorizing the terrorist. If the person being detained isn't a terrorist then you have to torture them until they finally admit that they are one. Also we could impeach Bush, he's probably the biggest terrorist on the planet.
