If you are getting rust when you turn on your hot water, then your water heater is bad and yes he has to repair that. If you have what looks like rust in your everyday cold or hot water, you may be running off a well. Either way, do not drink it! You can wash dishes in it. But don't consume it.
Depending on what state you live in, landlords are responsible for different things. If it is common where you live to run water off a well, then he is probably not responsible and you just have to go buy jugged water. If it has to do with the house it is his responsiblilty to fix it. I would call and tell him that you want it resolved immediatley. If he doesn't respond quickly call the Department of Health in your State and explain it to them. They may be able to force his hand in fixing it.

Depends on the terms of your contract. If your landlord provided the house as fully furnished, and had an agreement to make repairs on the house, you can bring it up to him and maybe he would foot the bill. But if your contract does not state anything about him being responsible for repairs, etc, then he may not be binded to pay for that. He may be giving you a discount on rent if you do your own repairs. That's how my last landlord did it. Almost all the pipes in the house were leaking, and my water bill was extremely high. but I had to either repair the leaky faucets myself or foot the high water bills. Luckly it wasn't that hard to fix and only cost me about $20 for the parts, and saved me about $40 a month. I highly suggest you bring it up with your landlord, but if he says he won't help with the bill, then you need to call a repair man to fix that line.

Your landlord is responsible for fixing the plumbing. Advise him that he has a major corrosion problem that will be more expensive to fix the longer he waits. Drink bottled water.

if you have rust running out of the pipes every time you turn on your faucet, let the water run fora bit. if you drink the rusty water, i think you could get sick.

if your landlord won't fix the problem,check your phone book and call the health inspector of the city or county where you are located..be safe.,also you can call the house inspector.
