i'd say garaa... since the sand is fast enough (and strong enough) to block neji's attacks. on top of that, garaa wont get very tired because the sand is doing the work (while neji gets tired), thus garaa can wait till neji is exhausted and simply crush him with desert coffin.
and if anything goes wrong, garaa can turn into the monster and neji could only hope not to get eaten haha

That wouldnt be much of a fight....Neji can move and react and counter at highspeeds the problem is does he have attacks that can penetrate Gaara's defense, and so far the answer is no so that would probably end in a draw....oh and yea Naruto didnt beat Neji the 9-tails did Neji hit Naruto's chakra points so if not for the 9-tails Naruto woulda lost :P

Gaara would win, Neji is strong, but it would take someone faster than Neji (like Rock Lee or Sasuke) to beat Gaara. Plus, Gaara has his 'Desert Funeral' jutsu that's pretty much impossible to escape from, it got Lee, and he's a genius of hard work. However Neji does have his rotation which just might throw the sand off

but that is not to say that neji doesnt have a chance cuz he is way smarter than gaara
perhaps he will win if he is very lucky and uses the help of modern tech like a missile or something..
maybe he will win then..

In a since its not a fair match, then again it could prove interesting. Neji has his attacks like his 64 chakra points attack, his defense and offense atttack with a range of 360 with a minium blindspot and he's a smart fighter constantly improving. Gara with his lust for blood and his killer attacks as well of his sand coffin attack please correct me on any of what I said anybody, his sand attacks which is like unlimited, don't forget da demon inside of him if he gets knocked unconscious its over for Neji cause its awakes more with da intensity of da battle and if Gara falls asleep so I have to go with Gara on this just cause like Naruto his inner demon chakra what help Naruto but what always get left out is his heart and desire to be da best. Garas different then Narutos he can control his Gara can't.

i rather pickup gaara though..
sunna sigure probably cant shoot neji in long distance but subaku tenso is wayyyyyyyyyyyyyy strong for neji

Both of them are equally strong, it's really hard to decide who can win.
But well, i'm a supporter of Gaara, so i really hope Gaara will win.
