green version is generation one, leaf green is generation three. either way, it's in the same place.
in the town with koga as the gym leader, fuscia city, there is a safari. at the end of the safari, you get HM03 Surf if you can get to the house at the end within 500 steps. don't forget to grab the golden teeth while you're there

In Pokemon Green, you have to go to the Safari Zone. Travel through going west to the second area, then north-east and then south and in the last portion if you continue south you'll find the Warrens teeth. From there take the left exit and you'll find a house, enter inside in under 500 steps and you'll be rewarded with HM 03: Surf. But you'll need the badge from Fushia gym to use it.
