yes a penis can. shrink:
- over time (as in getting older) it may shorten and become broader but I suspect you might find little change in volume.
- from stress which can cause blood vessels to contract thus reducing flow to various parts of the body thur reducing penis sixe, brain activity and some other functions. Stress is NOT a good thing!
On the other hand it would be rare for testicles to shrink just because of age or stress. Yes, when stressed, the scrotum may contract and pull the testicles up tight to the body thus making the whole package appear smaller. Same thing when they are cold or the guy is close to orgasm. Plus if a guy gets ruptured a few times, the injured testicle can shrivel up to almost nothing. But otherwise, they are not known to shrink all that much.
