My vote goes to Terry McAulay, the referee of the infamous "Bottlegate" game, Jaguars at Browns, Dec. 16, 2001.

Trailing 15-10, the Browns were driving late in the fourth quarter. On fourth down, Tim Couch threw a pass to Quincy Morgan, which TV replay shows Morgan didn't actually catch. However, the ruling on the field was a completed pass and first down. Out of timeouts, the Browns rushed to the line of scrimmage and Couch quickly spiked the ball to kill the clock. At this point, McAulay announced that the pass to Morgan would be reviewed by the replay booth. This was a blatant violation of the NFL replay rules, which state that a play can not be reviewed once the ball is snapped for the next play. Upon review, the pass was ruled incomplete and the Jaguars took over on downs, at which point the fans littered the field with plastic beer bottles.

McAulay ordered both teams off the field with 48 seconds left, then declared the game over. Once they were in the back, the commissioner's office ordered the final 48 seconds played. The prudent thing to do would have been to wait until the fans cleared out, then finish the game in an empty stadium to protect the teams. However, McAulay brought them back out in the midst of the bottle storm, which resulted in players and coaches being pelted a second time as they came out, then a third as they went back in after finishing the game.

So not only did McAulay break the replay rules, he was negligent in the matter of personnel safety. For this reason, I feel he is the worst referee in the NFL.
