I recently read that you should use a paste of lemon juice and baking soda with a soft tooth brush and "brush" your lips softly to remove dead skin...

Then keep up the chapstick, using it as much as possible.

Drink plenty of water, and see about a humidifier for your house in the winter months... the air is so dry and your lips feel the affects first.

When my lips get very chapped I know that I am drinking too much caffeine and not enough water. So, I drink a lot of water, avoid caffeine, and use Vaseline on my lips. It works every time for me.
