The league moved to a 16 team format beginning in 1984. Round one was a best-of-five series for years, but changed to a best-of-seven in 2001, I think.
The change was due in part to the increase in popularity, thanks to Bird and Magic. This was David Stern's first year as commissioner also, and he saw it as a way to increase television revenue.
Also, it virtually guaranteed that Michael Jordan's sub .500 Bulls would still make the playoffs.
