It is a question of weight capacity of the towing vehicle and the weight of the towed vehicle. Tow trucks come in different sizes and they have different maximum weight capacities. Some are made to tow a regular car, some are large enough to tow tractor trailers.
For example, wrecker body can be mounted on a one ton truck (such as a Ford F-350) and that can be used to tow your average car. I would not want to try to tow anything heavier than a car or lighter weight truck with that rig. You also can have a wrecker body on a full size heavy duty truck, and that could tow a lot more.
The basic answer to your question is yes, there are tow trucks that can tow other tow trucks!

I reported, "Can it attempt this?" after we left the 18 wheeler replaced into nonetheless there besides the undeniable fact that the truck replaced into lengthy gone. apparently, it may not. I requested what takes position now and replaced into informed that there are helpful and very severe priced. I have by no potential considered a momma tow truck yet I make sure that is like those enormous outsized Tonka automobiles you observe taking position an interstate. i ask your self if there are pictures of those momma tow automobiles.
